Break down 62% prizes paid 2% other state programs 5% Lottery administration 5% Retail commissions 27% School foundation straight from the Lottery home page WHile that may be their intent, once the money gets into the hands of the Legislature they do what they want with it. I got a buddy with the Lotto and that's the way he explained to me. I think most of us are getting tired of this kind a double-speak. I know I am!

In 1971, former President Richard Nixon signed into law the Postal Reorganization Act. A major component of this law was changing the manner in which the U.S. Postal Service supported itself financially.
Prior to 1971, the U.S. Postal Service was considered a department of the U.S. Government and as such was supported totally by tax money. Currently, the U.S. Postal Service receives 99 percent of its operational budget from the sale of postal products (stamps) and postal services. The remaining 1 percent comes from the U.S. Government. This 1 percent is compensation for free franked mail for members of Congress; free mail for members of the military; and reduced rates for non-profit mailers i.e. churches, charities, etc.
In addition, since 1987, postal employees are not civil servants with their own retirement system and who did not have to contribute to Social Security. In 1987, new postal employees were placed into the Federal Employees Retirement System (FERS) in which they were required to contribute to the Social Security system, just as the general public is.
Also, the public should know that in 1971 the U.S. Postal Service had 775,000 employees. Today, even with an increase in the number of delivery points and population, the U.S. Postal Service has decreased its number of employees to 670,000

Not one more dime from me until they release the millions of TP & W "dedicated money" from the general fund. I would give far more than $5 if they would spend it where it is collected for. To me the problem is all collected money that is dedicted for something is that they don't tell the whole truth. You are promised that it will not be spent somewhere else and that is true. What you are not told ( or lied about ) is that it does not have to be released and can just be held.
I don't believe any money would go to the TP & W
BTM Do you expect politicians to tell the truth? Most are lawyers and have spent a lifetime practicing lying.

Who really cares since no-one gets much mail anyway. Every time I see our mail lady on Saturday I just shake my head. I figured at one time the reason for Saturday mail was because gov't checks always came on Saturday and you could not cash them until Monday. Gov't pocketed a few extra days interest.

I think the Lotto was basically a money swap. The lotto system gained support because it was supposedly for education. I don't know the numbers, but I know a lot of people that have been in education for many years, and the Lotto did not increase school funds- at least not substantially. I haven't researched the facts, but my guess is that for every dime of "Lotto funds" that schools get, a dime was pulled from school funding in other ways. Texas was recently ranked 37th in per pupil funding, and that was before the recent budget was passed that took lots of money from schools.
