Banning one type of boat will be just the start of banning all boats.

While registration is not required for boats that do not have motors in TX, we do have to buy fishing licenses just the same as anyone else. Registration has been brought up several times and has been overwhelmingly rejected by the kayak community, TPWD and the legislature. Probably not going to happen anytime soon. The fees collected wouldn't justify the administration costs. There would be no additional admin cost. The system is already in place.

Just because the system is in place does not mean it can make money. Currently an under 16 foot boat cost 32 bucks for 2 years. http://www.tpwd.state.tx.us/fishboat/boat/owner/titles_and_registration/It probably cost very near that just to maintain that data. Add in all of the kayaks in TX and the system could get overloaded, require new hardware, more administrators etc. At any rate the whole system is pretty marginal already, so there would be additional costs.
RealBigReel I don't go too fast but I go pretty far.

bicycles should be banned from highways or do they stay on the shoulder to avoid faster moving and larger vehicles

I doubt it will keep my 7hp, air cooled, Mokai "jet boat" off the Brazos River...LOL. You'll need an airboat to catch me...
