My theory with powerplant lakes is that if you spawn twice a year, then the population would be very high, stunting the growth of the carp population.

I've fished a many WWDs up north (great in the winter) but I will say most carp in the one's I've fished weren't considered Big, most were skinny and many were deformed, broken/deformed backs, etc.
Turtle Creek is one place in mind. We had/have tournaments and fish-ins there every year and year after year it's the same.
I've always related good flowing "COLD" water with BFC. So far in the states, I still believe that, but I'm sure Richard will prove me wrong when he starts landing 40s and 50s in remote Texas lakes.
