Go to the hunting section at BPS or Cabela's and buy the decoy gloves...they are water resistant, fit all the way up to near-elbow, and are ribbed on the palm for a good grip. If more warmth is needed, insert a hand warmer on the back of your hand.

I've fished as cold as 27 degrees on Texoma with the Moritz Chevy gloves Monte gives out every year. We had reels freezing up and my hands were fine, I'm not saying they were toasty but they werent frozen, I still had good feel, and I made it through 8 hours of fishing without any problems with cold hands.

Get your story straight, it was 16 degrees and i believe we won that day. I always carry atleast 2 or 3 pairs with me. I try to use my ski gloves when running across the lake and then switch to fingerless fleece gloves while fishing, with a pair of Moritz gloves for backup incase they get wet.

I knew the glove thread would come up again, saved this from last year;
I have several different types of gloves that I have accumulated over the years. Winter golf gloves, glacier gloves, wool fingerless, neoprene, under armour, latex liners, the Moritz cotton handouts and a few others.... I carry a small duffle, just for gloves and hats. I make sure that I have something available that is dry, all the time for the head and hands. Circulation for me is not what it used to be.
Some gloves work better when its cold/wet (neoprene) and some work well when it's cold/dry (wool or other cloth type fabric). Cold, wet and windy are a challenge. I have also been using the hot hands, hand warmers with some success. Just been shoving those in the top of the glove or in my sleeve and they can provide some warmth for the blood flow.
I use a pair of heavy duty snow mobile gloves for when the boat is on plane and then change into something else for fishing. That way I at least start with warm hands when arriving at a spot.
I dont think there is a pat answer to what is the absolute best. Just trying to keep hands usable is a battle some days.

I wear surgical gloves over a pair of 99 cent cheap o kint gloves from walmart. My hads stay dry and some what warm. You will realize that it's almost imposssible to keep your hands warm with out them being dry...

I got some awesome First Ascent gloves that seem thin enough to be able to fish but still feel like they have plenty of warmth.
