I don't know if it was mechanical or not, but does it really matter? There's no realm on earth where the masts of that hoopty were gonna clear the bridge, apparently math is optional in the Mexican Navy.

Marine Navigation 101 must be optional too.

New York Police Department Special Operations Chief Wilson Aramboles said the ship had just left a Manhattan pier and was supposed to have been headed out to sea, not toward the bridge.

I used to have petroleum ships moving to ports all over the place. There’s this thing called “air draft”. It varies with tides, but tells you what your bridge clearance is, like the highway overpass signs do. I’ll assume they knew the air draft, but lost control of the vessel and drifted to a lower part of the span. But, I am being kind, and incompetence could be the culprit.
