-His decisions directly shaped the balance of power for the rest of the 20th century.

No other leader before or since has had such immediate, absolute, and world-altering power at their fingertips.

Mao had absolute control over a billion people, but little if any real power beyond his own boarders
Stalin had absolute power, and Nukes, but no real ability to deliver them against his primary adversaries
Any person from ancient history had several limitations due to distance and travel. Kahn controlled a lot of land, but he had no real ability to influence people in real time thousands of miles away.

One of the better arguments for Kahn in my opinion is that 200-300 million people have descended from him. 30 million people alive today have at least some of his genetics! The guy had hundreds maybe thousands of children.
