Bait Cast Reel Adjustment

I bought this Browning reel for dirt cheap. I don't understand the centrifugal/magnetic control. Both the outer dial and the inner part of it turn. Normally you turn the inner part to a number to increase or decrease the brakes. Any ideas?

I only fish with Lew's reels and they all have this type of adjustment. Set the reel as you do all your others and then dial in the left side to help with drag as you cast lighter baits, against wind, etc. Mine are all set on 5 to 8 as needed. I won't use another reel that does not have this secondary system.

It was built this way for a reason so I can't just set it like I have done all of the others.
