Like deer hunting, Luminant might own the lake but the fish belong to the state. GW protecting the state resource.

When I worked for TXU they told us it was not owned but Luminant and that it was public.

They have caught quite of few trespassers before the opening of the lake in Oct but never prosecuted them. They had to travel over private property to get to the lake.
