Turn them cows into cheeseburgers and steaks and the farts will stop.

Being an old, I try to see how loud I can get them without getting wet.

8 billion people. 1 billion head of cattle globally. Roughly the same biomass, but cattle produce 240 times as much methane as humans.
The "chemical" is a 1% addition of seaweed to their diet, which reduces methane release by 60%.
The seaweed doesn't affect the taste of milk or meat and at production scale could be cheaper than the 1% of standard feed it would displace.
I have no idea how big of a deal cattle farts are for the climate, but the whole thing might not be as crazy as it sounds initially. You hate to have any more dang laws though. Yeah, and why pays for the product to give the cows? ME as a producer and YOU when cost of beef and milk goes up.
GOD is good!

My dog farts a lot worse than those cows. She can make the paint peel off the walls. And it just hovers in the room. The cows are outside not bothering anybody.

I had a college roommate that could clear rooms after eating pork. They were so bad that sometimes they lingered for hours.

The seaweed doesn't affect the taste of milk or meat and at production scale could be cheaper than the 1% of standard feed it would displace. You do realize I was kidding. For sure. But taste of the milk and meat does matter. If some product lowered emissions but made cattle products less desirable that would be an issue. Seaweed seems like it could be golden solution. Cheap, effective, no impact on finished product.

I'm no seaweed scientist. So this is actually legit curiosity. If we're told that eating too much fish is bad because of Mercury levels in the ocean. Wouldn't feeding seaweed to cattle cause Mercury poisoning in the animals? Wouldn't that transfer into.the meat/milk? Yeah yeah small amounts. Blah blah blah. Small amounts could build up.to large amounts of Mercury.

I would think it wouldn't be much of an issue because we are only talking 1% of their diet and most cattle don't live very long. Who knows though, could be a concern.
