Do some cats stay in the river through the winter? That’s where I normally go in the spring. Just wasn’t sure if there are resident cats that stay all winter

I’m sure some get stuck below the spillway at lavon and are there all year, assuming that’s what you mean by “the river”, but that only has fish when the gates are open and the water is flowing.
