Not Really it is a US territory much like Guam, Northern Marian Islands, etc.

They don't have voting representation in Congress and no electoral votes for Presidential votes

Investigators have found that the hurricane relief money went to cronies. The entire government is certainly corrupt.

PR is a US territory. It governs itself. We made need to step in but that might be tricky.

When Obama was president I think Iran was a U.S. territory. He sure sent them a lot of money.

No, really.

By the same logic, you could marginalize the citizenship of those in Washington, D.C.

Yes and No, but DC gets electoral votes for President

And colonies can get independence from USA much like Philippines did back in 1946, Washington D.C. will never get independence

Puerto Rico has held elections with U.S. statehood on the ballot numerous times.
They want US status without the laws applicable to statehood.
Not being cold hearted but, they have what they voted for.

PR clearly gets federal services, federal funding, military support, and PR citizens can qualify for Medicare and Social Security benefits.

So, they are US citizens without the power to vote and without some of the federal taxation.

The majority of the younger PR citizens support statehood.

They can also be drafted. plus is they can freely come and go to the US and can vote while they are here. Somehow they were able with a population of 3.5 million run up 70 plus billion in bonds without much to show for it (just my opinion).
