it means the lake goes off limits at midnight on Sunday until the tournament starts

The rule is worded poorly. If it is Saturday night at 11:59 p.m., as soon as the clock strikes midnight it is actually Sunday morning. How about "12:01 a.m. Monday morning"?

technically, 12:00 Midnight is the first minute of the day. So the rule is worded incorrectly if it intends to communicate that the lake is off limits Mon-Fri

This isn't that hard. Midnight Sunday is 12:00 AM.
It goes from 11:59 PM Saturday to 12:00 AM Sunday in one minute.
