what is the best half finger/cut finger fishing gloves. Not worried about Upf rating, need something warm and flexible.

+1 on the Simms wind stopper. I also regularly use the Simms wool gloves.

Under Armour Cold Gear - full finger.
Warm, good grip and still feel taps on the line.

Here's another thing with me: I need a glove that won't get wet from drizzling rain. In other words, they need to be impermeable. Are the mentioned gloves good that way, or will they get soaked in inclement weather? Thanks again, y'all!

There are a lot of good ones out there, but I recommend getting two pairs of whatever gloves you like. At some point, every pair of gloves gets soaked and becomes useless. Two pairs are key for long days on the water.

If it's fingerless, it's going to get wet eventually. If it's really cold out really no thin glove out there. I like the goretex guidewear gloves or bps 100mph. Guidewear makes a good fingerless

For the cost conscious fisherman, I saw a idea, it was on a cat fishing forum, but they take a jersey glove and cover it with a nitrile glove. Hand stays warm and dry, cheaply.
Have not tried it so I don't know if you would be able to feel the subtle taps of a fish bite.
