 Front deck problem, can anyone help me?

I pulled the carpet off to recarpet the front deck, there was a soft spot and found that the fiberglass has bubbled over the plywood. Can anyone help with how I am to go about fixing or replacing the front deck.  Thanks in advance.

Carefully grind it to good wood and then fill it with fiberglass cloth and resin.
