Personally, I prefer calm to light breezes mostly. Nothing more frustrating than waking up to head to the surf to find big rollers crashing in and muddying up the waters. Puts a real damper on throwing topwater baits, lol. High winds and rough surf also make it more difficult to casts baits out or get them to hold in place if bottom fishing. The closer the blue-green water comes to shore the better imo. I don't worry about the tide too much for the surf but if I can choose, I'll take an incoming tide though. Plus, the fish move shallower in low light conditions (daylight and dusk). Other "experts" may have different opinions though.

I am no expert but seems like the calmer and clearer the surf the better it is. If I am there I will fish it however it is unless there is too much weed.

green water is a good thing, anything under 10mph winds, if your able to stand on the sand bars without getting drenched ur having a good day. i prefer my lures to be 1oz or heavier in the surf, you have to be able to cast into the wind. look for jumping mullet, look for shell structure, often times ill have my best days casting parrallel to the beach casting spoons just past the sandbars. waves hit the sand bars kick up food and predator fish wait on the edges for the food.

The prevailing winds along the Texas coast (Rockport and south) will be southeast to south most of the time, unless there is some sort of cold front blowing in. Standing on the beach (or in the water) facing out into the Gulf, your baits will tend to move right to left, as that is the normal current flow.

no weeds, low wind, light surf, clear water. Muddy water brings out the hardheads.
