Tie a couple of 2 liter bottles to the top of it to keep it floating upright and add more weight to the bottom too offset the floatation.
I do this to trees I want to sit upright.

I'm almost certain that intentionally placing anything in the lake is illegal if it's not coming out.

How does one go about legally sinking non-biodegradable pvc in a public impoundment?
I've posted with a similar question before and nobody seems to know. I was even told that you can't legally sink anything that is not biodegradable. If so, how could you even weight it? I'm really uncomfortable with vague laws that leave everything up to what kind of mood the game warden is in. We used to sink xmas trees in Lake Palestine with concrete blocks but, if the general consensus is correct, we were breaking the law. Bruce, PVc is being used in every almost every state, including Texas, Here's a recent story about Conroe lake getting some artificial fish habitat. Conroe habitat As always, the warden has last word, but artificial is being accepted throughout the Nation. Look at the projects the Nation,FLW and all the rest are involved in, no shortage of info. on our sites, facebook or the web. Upcoming bass PotashFish Back 10K first prize bass tourney tourney in Georgia has blessing for every boat agian this year to get our safehouse habitat and sink it during the Activist Angler story about the tourney. Things are changing, some are holding on to wood, which is best in most situations if enough continues to be added in some mannor. Mixture of all including weeds is always best, artificial is intended for waters that lack habitat, if natural is present, fish will most often prefer it. 8/0 HighRise Habitat two-pack with Vertical UpRiseTM comes in a two pack and will fit most situations, covering 10-15 feet of water quite well and quite a bit less than the giant models.

Looks great....wish you all the luck. Just a thought...it probably wouldn't hurt to contact some representative and get them to submit a simple bill to revise the written law....get some law student to write it up for you...no big deal and no expense. As it is, building material put anywhere on public property can (by the word of the law) constitute "litter". I was looking at Tex. Health & Safety Code 365.012 (2004) ... I wouldn't want to leave anything up to a Texas game warden's whim. They have borderline unconstitutional powers already. I'm sure you're not intentionally advocating that someone break the written law but, if you read the law as written, they can confiscate your boat on a second offence. Please be careful.
