Has anyone used circle hooks for gar? If so, what size? Also has anyone used chicken liver? Thanks.

I've never had any luck using a circle hook for gar, but others may have different experiences. I personally don't think it would be best suited for that purpose. I use them a lot for catfish. My understanding is that they are meant to hook a fish in the fleshy part of the lip without having to set the hook. With gar, you have to set the hook hard to hook them in the mouth. Treble hook or a plain old J hook would probably be your best bet. I use treble hooks, but I've caught them on both.
I'm sure they would eat chicken livers, but they will strip it off the hook really easy. I would go catch some bluegill and use them if I were you, or if you are after the smaller longnose gar minnows would work fine.

No, circle hooks where designed to catch a fish that picks up a bait and swims away as the line gets tight {with NO JERKING} from you as he bulls away from the resistance it rolls into the corner of the mouth and he is caught
