So back to the fiscal deal. The state got all their money in Aug since everyone had to buy a license the same time. Then the very next month the new fiscal year began, the State went into budget session and got to determine how to spend the money they just made. Since everyone purchased at the same time the amount was quantified and they didn't go over budget.
Then folks move in from out of state, others think they have a better idea and still others think its a scam to trick them into forgetting when the license expires and generate some extra money in fines. So to overcome this anti-establishment feedback the State got soft and started offering other options. One of them is the ability to purchase a license at any time and have it expire in one year. I Does that answer your question "why?"? Is this factual or are you're assuming?
