I'm almost certain it was answered by K.D., it correlates to TPWD's fiscal year.
It also has some correlation to the hunting license, because the vast majority of Texans who purchase a fishing license also hunt; they actually purchase the Super-Combo license. Hunting season essentially starts September 1st.

The money all goes to help with our parks and waterways so who cares? You spend more on green fees in a week than a fishing license costs!!!  I care, that's why I'm asking. If it's going to our parks & water ways, I don't see much improvements in any of the parks I've been at. Low lakes & creeks pretty every where. Lake facilities in poor conditions. Restrooms either locked or worst unkept. Some of the money may go to our parks & waterways, but the majority of it is lining someone's pocket. You've been spending too much time on the greens. I frequent lots of state parks throughout the year and see lots of improvements. For example; the screen shelters at Cooper have been turned into cabins, they have started doing that at Eisenhower as well, Inks Lake SP in the last few years has gotten a huge make over, Bonham SP recently got a ton of improvements done on their rec hall, Purtis Creek just got new roads throughout the park, and so many more. Too many to even mention. Most of the restroom facilities that you see in bad shape or locked are Corps of Engineers facilites not TPWD. I am proud to be associated with TPWD as a volunteer Angler Ed Instructor and think they provide a lot for very little cost to the people of The State of Texas. Low lakes and creeks are not anybody's fault, we need rain. If TPWD could produce water I promise you they would. On the contrary old one, I haven't been spending enough time on the greens. My high scores shows it, but back to my question, no one seem to know the answer as to why fresh water only license has to be from aug-aug. You did get an answer. It's the budget cycle. The 365 all-waters license is a response to whining consumer feedback over the subject you've raised and additional whining consumer feedback to someone that can affect it (ie- noone on here) may get the freshwater license 365 eventually. If a $30 fishing license has you this riled up, you're gonna love the PPACA...

Also, I'm not sure why you're making such a fuss about it. Oklahoma does not offer a year-from-purchase option either for their fishing license or Texoma license. OK just has a different fiscal year than Texas; 01/01 - 12/31.
Louisiana doesn't offer a year-from-purchase option either for their fishing licenses. Louisiana's fiscal year is from 07/01 - 06/30.
So in either state your fishing license is going to cost the same whether you purchased at the beginning of their fiscal year or 3 days before it ends.
Arkansas does, apparently, offer a year-from-purchase fishing licenses.

Just buy the license bro, costs less than a round of golf for 4+ months of unlimited fun. Or buy the year-to-year... the saltwater tag that you're "wasting your money on" is like $10 extra. I think you're going to be okay.   Calling it a "scam" is a little harsh and unreasonable IMO.

If it makes sense for a license to run on the same calendar months as the state's budget calendar, then why is the Texas "ALL" water license not from August-August too? Ren, I don't think your reading TPWD's website correctly. TPWD offers two different All-Water Licenses; one that runs in the fiscal year and one that allows you fish for an entire year from purchase on both fresh and saltwater bodies of water. All-Water License: $40 - Good from September 1st, 2013 (or Date of Purchase) through August 31st, 2014 Year-from-Purchase All-Water License (residents only): $47 - Good from Date of Purchase through one year (ie 3/26/2014 through 3/25/2015) Now, if you're whining questioning why they don't offer a Year-from-Purchase license for just freshwater then your answer can be found here: TPWD, because there's no one on this website that can answer that.

I was just questioning because I have been wondering about it for a while now.

This might be the weirdest, most pointless post ever.  I am not against golf, since I cannot but suspect it keeps armies of the unworthy from discovering fishing

So back to the fiscal deal. The state got all their money in Aug since everyone had to buy a license the same time. Then the very next month the new fiscal year began, the State went into budget session and got to determine how to spend the money they just made. Since everyone purchased at the same time the amount was quantified and they didn't go over budget.
Then folks move in from out of state, others think they have a better idea and still others think its a scam to trick them into forgetting when the license expires and generate some extra money in fines. So to overcome this anti-establishment feedback the State got soft and started offering other options. One of them is the ability to purchase a license at any time and have it expire in one year.
Does that answer your question "why?"?
