Just thinkin here.... I always envisioned someone cheating as having a wire basket of some sort. The reason being is that if you put fish out on a stringer, turtles will eat them. I've had it happen as a kid with crappie and bream. I really can't see a bass surviving long on any sort of "stringer" mechanism but, then again, maybe they don't have turtles in CA.  No turtles there. I mean there are a couple lakes that have a COUPLE, but those are just former pets that were released. another reason NOT to live on the left coast
is that really enough weight to hold 5 big fish in one spot?
or do you think they intend for the fish to move it around and then find it?

how about lure snagger? if people are throwing $500 swimbaits, put in water where they break off, but you can still retrieve it.

I doubt it was made for dragging on the bottom to pick stuff up as it's only weighted at the very back end. Couldn't be used to unsnag lures of limbs and what not either it would clearly get stuck itself. And what use other than to hold fish would those stringer clips have?

how about lure snagger? if people are throwing $500 swimbaits, put in water where they break off, but you can still retrieve it. This was my thought. You get ten different anglers fishing past this a day , and half of them hang a 500$ swimbait on it. That's a pretty good pay day when you check it the next weekend.

I want to know what a $500 swimbait looks like? The Deps Slide Swimmer 250s in the Saiko tuned Butch Brown editions were fetching $450+ all day on eBay a little while ago. They don't pop up often anymore on there though.

That's a cheap snow chain someone put stringer clips on and weighted down. There's no way in hell that's a lure retriever. That thing was made to shackle up some fish and retrieve them later. If it was intended to be used as a lure retriever, someone was really stupid. I would bet money that's a fish holding device.

To everyone saying the only reason for the clips is to hold fish: Just FYI, a pretty well documented trick on retrieving equipment dropped overboard is to get a metal stringer, open the clips and drag it around the bottom until you snag something. So there are other uses for the clips. Having said that, this seems like a lot of trouble just for a retriever and it would be more efficient to just use the whole stringer as-is.
Obviously, we are all just speculating. Cameron's ladder idea is just as plausible as the fish holding ideas.

With all the high dollar swim baits on the bottom of the lake I would think it would be a lure retriver. Maybe something to drag around to see what could be found.
