The City Lake gate is open at random times and you are not allowed to run an outboard. The only access to the power plant lake is at the two bridges and no boats are allowed on the lake. You can access the Cutoff off of 1667 but don't be surprised if your fishing is interrupted by frequent gunfire and lead flying over your head!
