Medium spinning rod and reel is all you need. My main set up is a 7'6 with a penn battle 3000. Are you going to be fishing artificial bait? Or live or cutbait etc? The nature center is a good place to start. Roseland park, and under the bridge. Also Google Mccollum Park that is a nice spot for reds in trout.

I use to fish when I was a little boy it has been a very long time. I could use help with every aspect of fishing in Texas saltwater. What reels, fishing holes, best type of baits, etc. etc.

THIS is the time of year for better fishing around Baytown, because many species come into the back bays to spend the winter.
A few weeks ago, the last time I went fishing I caught two huge black drum right at Roseland, although the wait for two fish was pretty long.
Once I get feeling better we can meet up at Roseland Park and I can show you a few things, just to give you an idea on what to do next, but in the mean time, Freefall's suggestion on a rod and reel are pretty spot on, although I would go with a 4000 reel, just for the extra line capacity.

Sounds like you are open to anything species wise.
Typically for trout and reds you can use a lighter rod, something in the 6 -7' range med action with lure ratings between 1/8th oz and 5/8th oz, and a bass reel of sorts something like a Lews low profile that holds about 85yards.
for Bull reds and Big Black Drum (Big Uglies as we call them) something a little heavier is recommended. Rods in 6-8ft range heavy action with lure ratings in the 1-3 oz class.
Line.... for trout and reds start out with 12lb mono ...Pline and Big Game are very good quality for price. I prefer the P Line. For Bulls and BigUglies 20lb will work. For both use a heavier leader to ward off nics and scrapes that cause line breaks.. Use a 20 leader for trout and reds and 30lb for bigger fish.
There are lots of places to fish from piers and wade fishing between baytown all the way down to ClearLake, then a few places like the jetties and the surf in the summer.
have fun.
