What is the optimal barometric pressure for fishing? At what pressure will you not fish?

Mr.Tarpon Fly wrote a great article here that I bookmarked and refer to time to time.

An older seasoned fishing guy once told me a mason jar with water in it then put a coke bottle upside down in it.When the bubble is on the lip thats when he went fishing.

Where can you find an hourly barometric pressure reading?

I have the iscout app on my phone, one of the things it shows is the current barometric pressure and whether its rising or falling. I use a lot of its features for hunting and fishing.
