Can you drive off road on Pelican Island up to the water to fish for flounder?

Last time I was there (June 2012), there was no place other than Seawolf park. There's a lot of "No parking / Tow Away" signs around.
I really want a place to launch my kayak from the north shore of Pelican, but there's nothing.
I'm hoping to hit the salt again this Saturday, but likely I'll be hitting 8 mile rd. If I do, I'll try to check out Pelican island to see if anything changed for the better.

launch by the overflow pipe you can drive to that. ALso hit the lagoon off boddecker. HOOK N Line is a yakers best friend

My question was more, when you are coming down the road towards the area everyone parks to walk out to the water, on the left hand side there are dirt bikes running through the trails. Can you take those trails to the water to fish?
