 Power Pack for 20HP mercury

I have a 1987 20hp mercury with no fire to the plugs. I have isolated the problem to the motor; eliminating the controls and I think its the power pack. Where can I find a replacement for that old motor? Is there anyway to test the power pack itself?-p-
