It's a Filamentous Algae (Chara). Yes, as above, often called skunk grass or musk grass. Usually it only grows out to 4-6 ft. depending on water clarity. It's in most East TX lakes to some degree.

I rarely find fish in skunk grass, its not like hydrilla or milfoil.

Yeah your right, they are rarely "in" it but they hangout on those drop offs and channels around it waiting to ambush bait fish hiding there.
