Sabikis are usually good for catching bait fish. The best luck I have had, this was on Horace Caldwell Pier, was with the glow in the dark tandem rig. I caught so many specks it was pitiful. The only problem I had was that the specks were all about 1/2 in too short. I was catching them 2 at a time.

Use live shrimp if you can. Just free shrimp it directly under the lights. Spec rigs will always work as will the TTF double shad rigs. Stay in the first two lights.

If you want the macks, use a yozuri minnow, silver spoon or anything shiny. Try to get closer to the end of the pier for them. For reds, just put a live mullet on the bottom under the second light.
