Ok, so I installed a new water heater yesterday. One of the wires arced at the cover panel when we turned the breaker on. Water heater is working but something is wrong with the electric to the house. Wife turned on the dryer and it was slow to start. When it finally did the TV in the bedroom went out. Also after a few seconds the microwave doesn't seem to be running 100%.

Any ideas on what is wrong now

My voltage meter is in my work truck at the shop. I can't get it till in the morning.
