not sure on who owns the land around the lake. But if the land is public then yes you could fish a lot of places from a tube.

Whole lot of crappie in that lake! Been catching them for years, but we can't unload our boat there anymore because of the ramp drop off!

You can still use the dam ramp! it is a small drop off just go slow! The old ramp they just put some rock at the end..boats unloading there everyday!
