This is sad. Wouldn't anyone that culled be in violation of the law. B.A.S.S. states in the article that ":Minnisota law prohibits culling from a limit of bass in state waters, or any culling in Wisconsin-Minnisota border waters". You can navigate through all the locks all the way to the gulf, so in theory. all of the Missippi River is a Wisconsin-Minnisota border waters. If there was a permanent dam that a vessel could not pass then that is where the state or state'(s) have jurisdiction. Since the Missippi has locks and the fish can pass through the locks, there should be a common law on fishing from the Canadian-U.S. border to the Gulf of Mexico.

Why BASS even goes to some of the bodies of water that they do is beyond me.. Last year Lake Michigan turned into a pond tournament, now you can't cull... Starting to really appreciate Texas bass fishing!
