When connected to a 12 volt source, when activated by a switch it spins the gear on top of that HOOSIE GOOSIE which hopefully spin the flywheel on your outboard which hopefully starts then it will burn gas at a rapid rate.

In the beginning, you wrapped a small rope around the exposed flywheel, and pulled it real fast so that the engine would turn and (hopefully) start.
The photo subject does the same thing except it uses electricity instead of your arm.
It was invented at just about the right time,...for me.
Need to improve my LMB fishing, running out of time.

Yes, it looks like a starter, but Cameron maybe correct on the Flux Capacitor.
