Less than 65 mph check your O2 sensor. You should get 65+ easy in any temp water with decent set-up.

If you have the low water pick ups, raise the motor up as high as it can go, if you blow out lower it until you don't. Try a fury prop, every boat we have put one on gained at least two mph. Go down 1 pitch from what you have now though , your slip will drop a lot and therefore your prop needs to have a smaller pitch or you will overload your motor.
