now some say wate 3 days then fish some say fish the next day , and some say fish the same day as soon as it stops. what is the general thought on this as the place I wish to fish got rain?

Fish are already wet so they dont mind the rain. Lol
I was fish before during and after. Only thing that changes is where i fish. If the water starts flowing in the creek ill look for little feeders where the water is going into the creek or lake. Little treats will wash down and alot of the times fish will pile up there. Also fish will get away from cover when its raining. Ill just run a little darker colors. I use white in bright lite and blue chartruse in clouds for or darker shad and crawfish colors. If its monsoon raining side ways with wind ill just sit down with the big rigs out and try to put the truck between me and the wind.
For salt water its about the same as for shore fishing and hiding behind the truck to break the wind. In a boat on the salt water ill try to hit structure away from hard run off.

I fish during,before,after, etc. The fish are already wet. My best top water days have been during a rain.

Try this and you want be sorry. Some morning about 3 or 4 o'clock a big thunder storm will roll through with all the good stuff going on. Then at day break it is all over and nice and cloudy.
My advise is to get on up and get everything ready. Tie on a spook and be there at the crack of dawn. Sure you may have to sit in the truck and wait on it a little bit. We can't perdict the length of the storm or what the wind will do afterwords. The point is you are there and ready to catch the biggest Bass of your life.
The storm turns them on to feeding at daybreak. You want to be a part of that action. I have had to turn around and go back home many times but the times that it was all over with was the time I have caught the greatest number of big fish.
In Ky. 1972 we had 10 Bass during and after a storm that still is the state record in a tournament. Back then it was 10 Bass per fisherman. We had 20 in the live wells before we started culling all within an hour. We caught them on an Orange single blade Strike King Spinnerbait. Bought straight out of Charles Spence's and Bill Dances garage in Memphis.
The next time it happened and many times after that I found that the spook will work on the larger Bass during this time. If I was guessing I would say over 40 years I have knocked their lights out on the spook at least 15 times under storming, sleeting, and snowing condition where thunder and lighting was involved.

My biggest bass came when it was misting, just enough to where it sounds like sand was blowing on a window. Ever since then, I love it when it just barely mists.
