Fall rate for jigs

I realize a heavier jig will fall quicker, but can you adjust the fall rate of jigs with the type material you use for the "skirts" and "body"?

Yes. I make a lot of my jigs using rubber spinnerbait skirts and they fall slower than jigs made of Mariboo. I also like to use the 1/16th or 1/32nd jighead for the same reason.

A fluffy chenille will also fall slower. The more surface area you have the slower the fall.
