What are these screws down the side of the kayak for? Is it for an anchor trolley? What can I use it for?

My understanding is that they're for a rudder system. I used them on my 135 for the anchor trolley. I went with a no drill install and these helped to keep the line lower on the boat.

O duh its for the rudder to put it in a lift position, how did you mount your anchor trolley? Any pics?
