This is getting to be a regular hassle ever since all of the Chinese bulbs hit the market. Does anyone know of a tool specifically made to remove the broken off bulb base? I'm getting tired of having to turn off the juice, hunting up a flashlight and pliers, and then spending 30 minutes removing what's left of the old bulb. It just peeves me deeply.

If needle-nose pliers dont get it the 'right' way. I've had success putting them in the broken part, spreading them, then twisting it out.

Maybe lubricate the socket before the new bulb is installed. WD-40?

Take a new bulb. Push it firmly against the one broken off in the socket and unscrew. I have found this to work most of the time. Needle nose pliers work also. Just make sure the switch is off.
WD-40 is not a good lubricant. Too much solvent. It was originally designed to displace water not lubricate.
Go to the parts house and get a tube of dielectric grease. It is for electrical use. Put a light coating on the bulb base. This will help.
A lot of the bases come loose because the adhesive on the base/bulb has failed from heat.

I still use the old russet potato to remove them.

I learned years ago to always coat ant type buld or battery witha touch of vasoline. Keeps the connection for years and always easy to change.

I would recommend buying penetrox or noalox, which are both compounds used in making electrical connections. Just put a tiny bit on the threads of a new bulb when installing it. It will keep the base from oxidizing or having any electrolysis and binding up in the socket. Make sure not to use too much. You can get those compounds at Home Depot in the electrical section. It is most commonly used when terminating aluminum feeder wire, but will work well for this application too.

To remove broken bulb, kill the power and put on a leather work glove. With glove on, stick your finger up in the broken socket and unscrew it. Rub a little bar soap on the threads of the new bulb to prevent sticking.
