I usually don't start throwing topwaters until late april, but I went out to the pond on Friday and got some crazy action even though it was cold. Maybe water temp is not the best indicator??? Check this out! Pretty good for March! http://youtu.be/Dsx6Ip4AJPwJohn

You could probably go to a powerplant lake in the winter and throw topwater effectively year round.

If the lake has vegetation, they will generally work year around. Alot depends on the lake and the weather/water temp. Pond bass are very opportunistic and I've caught them in every month on topwater here in central texas. Generally 58* is a pretty good rule of thumb for consistent action.

Generally the best bite seems to be when the water temp is somewhere around 58-60 degrees. I have caught fish when the water temp was in the mid 40s also. Sometimes in shallow lakes the bass will push schools of shad to the surface and a small popping type of bait can be deadly even in cold water.

If you find active fish that are feeding...throw one no matter what time of year!

I have caught fish year round on buzz baits . You get a good sunny day on the right water color with a good slow buzz bait you can catch fish in water temps that are colder than fifty. For example eagle mountain I caught two around five pounds and four more decent fish on a black buzz bait in December it was just one of those days.
In a general since once the water temps hit 60 it's time to start testing the top water bite!

Up here in Montana I been tossing a pop-R and Hula Popper. Haven't got bit yet . . . .might be cause its bouncing off the ice. Hula Popper gives you that Hawaiian festive feeling when its freezin azz ccccold lol
