Aggieyak09, I've had good success on live minnows and the last time I hooked one was on just that. Like MxRacer said, 2 ft below the bobber. Let the gar take it and chew it for a while as you'll need a lot of luck setting that hook. Weird. We had gar splashing the surface NONSTOP for over an hour, a few times literally hitting my bobber, yet nothing touched the live (or freshly dead after a while) minnows sitting 2-3 feet below the bobber. I was using a steel leader, think that could have been deterring them? It was very frustrating, they were literally slapping my bobber with their tails. Teasing me!  My plan next time was to catch perch and cut them up. But catching perch can be tedious haha. Not sure if I can find carp in that creek, will have to try...

Man, that's really strange (and frustrating). Have you tried circle hooks? That's what I'll usually use. Gotta admit, it's a lot of luck to get them hooked since they're so toothy, but if they're not even chewing on your minnows that's another story. Sorry to hear that.

Gar are awesome to catch. I would describe the hookup as spontaneous chaos.

Gar are awesome to catch. I would describe the hookup as spontaneous chaos. Really? I don't find them to fight very hard relative to other fish, but I haven't caught one over 30 pounds. Super cool fish. When it rains, I know a spot on oyster creek where drainage from a neighborhood lake draws cool clear water and forage into the extremely turbid creek. You can see literally over 50 gar at a time just waiting for the forage to get swept to them. Its infested, I've ran up them and caught them in a regular net.
