My 95 Skeeter SS140 has a stainless steel prop and on the inside threads there is what looks like a hard plastic insert behind the nut. Is that what is considered the sheer pin or does it actually have a sheer pin? This is my first boat with a stainless steel prop and have heard that they have a sheer pin or something of that sort that keeps the lower unit from being destroyed if the prop gets stuck on underwater obstruction.

that is not a shear pin. that sounds like a flo torque hub.
is this a mercury prop and mercury engine?

pull the prop and see if the hub comes out (it will if its the flo torque), if there is rubber in the center behind the nut then that is a fixed hub, will not come out.
