Don't buy a small boat. If the wind gets up you will wish you had a 20 or a 21 foot boat. And get the compression checked on the motor!

What kind of water can a 17-18 foot boat handle? I know y'all say 20+ is best but I would like some comparison. Thanks for all the great insight!

If you drive in big water it'll "handle" any water within reason. Sometimes I think a shorter boat can do better in really nasty water because it's more nimble and has a shorter bow (less distance to stick waves). That said, a longer boat will be much more comfortable in 2 or 3 footers.

Basically unless you absolutely have to be out in nasty water avoid it in any sized boat And if you're not confident in your driving you shouldn't be out in any sized boat once the waves start getting big.
