I've had luck at Rollover Pass catching flounder with a fish finder rig dragging shrimp on the bottom. You could also try 91st pier which I've only been to a few times. I've caught whiting and a small dorado throwing cut mullet into the second gut. There are much more experienced fisherman on this forum who go to 91st often (i.e. Pferox and Back 2 Fishing) so read their posts and reports for the best info. Also, Pelican Island has a public fishing pier by Texas A&M-Galveston, havent had much luck there lately but you never know! I've seen a 43" bull red taken from below the bridge adjacent to the pier. Land adjacent to the bridge is all owned by A&M and off limits unless you are a student, faculty, staff or alumnus. SeaWolf Park at the end of the highway offers a fishing pier for $5 a day.

We caught 2 monster black drum 40 pounds at least under the 45 bridge on the galvaston side. Cast straight toward the white plastic tube.

We parked just before you get under the bridge. We caught them on large live shrimp.
