Freshwater Drum game fish or rough fish

last spring in lake bob sandlin i saw some huge drum (?) about 30" long pokeing their noses in the bottom weeds with their tails up-- apparently working on something. it was as though they were building a nest.
if it was drum, are they considered rough fish?
anybody target these big fish ? what bait/ method?

They arw a rough fish. And crawfish makes great drum bait.

rough fish are game fish in my opinion. Pretty much all of them fight harder than those green trash fish

All fish are game fish to me! But if you are asking if you can filet it... which is usually the deciding factor for most people.. then yes... but it is difficult.
