If you put these coordinates in Google Earth is this Windmill Lake?

Latitude: 3328'28.98"N
Longitued: 9748'50.06"W

there is a lake across the road and another one on down south west a bit from here too, just not sure which is which.

No. Windmill Lake is at 33 23' 45.43"N and 97 44' 53.37" W.

I was there weekend before last - November 24. The lake is down about 8' or so by my estimation.

Yup. You think it's dry here? Go west and see just how dry dry is. I was out there last month - http://texasflycaster.com/fly-fishing-the-lbj-grasslands-black-creek-lake/ (non pimped).

The best bet, in my opinion, in the immediate future, for the time being, uneducated and uninformed as it is - go east, and keep going. When it smells like salt, you're there. Yes, there's a lot of water in East Texas too.
