I know no game fish can become bait, but since there may have been a change in the regulations regarding a certain panfish now not legal for bait, i submit the following questions.

can one catch bluegil or trap them and use them for cut bait?

how about catching them in a private pond then taking to a lake to use as bait?

or catch in a cast net? ok to use as bait?

please forgive ignorance but this snowbird from wisconsin is used to regulations against almost everything one can legally do while fishing in texas....

yes, but i don't think you're allowed to set them free in public water, but I highly doubt you'll catch flak over it.

A perch trap needs to be tagged, but otherwise perch is legal to use as bait. Shad, buffalo, carp, and drum make good bait. Game fish (bass, crappie, etc) are illegal to use in Texas for bait.

Perch traps are only legal in saltwater. Look it up.

some one said he could use any method to catch bait fish in private pond and then take the bait to fish on a regular lake.

this would imply that a perch trap is ok to use on a pond.

actually some advised on private ponds there are no regulations.

Look up definition of perch trap and minnow trap.

What most folks use in freshwater is a minnow trap.
