I wouldn't want to drill holes in my railing. I use bee ready and I highly recomend them. not sure what the budget is but the quality of these is first rate. Here is a link to their site: http://www.beereadys.com/I'm in no way affiliated with them other than a customer.

Might try using Unistrut with the right sized clamp. The clamps will be easier on the railing since they don't bite into the metal. You could attach the clips or BeeReady rod holder to whatever length of Unistrut channel you want to use. Basically this upside down with the rod holder attached to the flat side of the channel. http://www.unistrutohio.com/products/p1563-thru-p1573.html
