Mark Perry makes some of the best flipping jigs I've ever fished. The head design allows for a hookset in the roof of the mouth consistently, and his hand tied skirts are awesome.

Way too many jigmakers to say "who is the best". Everyone has their own personal preference based on fishing experience.
I've used Terry Oldham's jigs for over 20 years and I have confidence in them so that is what I use most of the time. I also like Lonnie Stanley's jigs as well as a few others.
My suggestion is to go with what you have confidence in. All the jigs mentioned in this thread are great products in my view.

I agree, there are a lot of great jigs on the market. My preference is the Jackhammer jigs from Double ZZ Lures.

Great quality/design jig heads can be had for about 90 cents each. This includes choice of weedguard stiffness and color and good hook selection. Match with good quality skirts and you'll have all you need in a jig for about two bucks each.

I like Toadwrangler custom jigs. I use the pitching and football. They're made with trokar hooks, I love em.
After fishing a jig so much, I've learned how the head design is extremely important in hooking and landing fish. The wrong design will cause the jig to roll over sideways on the hookset when the head hits their lips. This will result in a lot of fish just hooked by a thread of skin in the mouth. The old fashioned arkie type head (that Toadwrangler uses) hooks fish in the bone on the head nearly every time.

Really like the Santone and Berkley football heads. Santone makes a great jig and there colors are awesome. M-Pack jigs are also up there on the top of my list.

Oldham's. Good jig, with a really good hook.
