 flounder gigging legal or illegal?

Is it illegal to gig for flounder in texas. I saw some people doing it about a month ago and thaught I would give it a try but just read that rod and real is the only legal means to take game fish. I am assuming that it is illegal to flounder gig but am curious if any one knows for sure.

Its is legal all year long except in November.

Flounder are not considered game fish by TPWD.
