Im going to POC if the weather is right i may go through the big jettys to some nearshore rigs.Do I need anything extra that we dont have to have in the bay ? There has been a shortened red snapper season in past years (at least there was around Galveston)I cant find anything about it now.Did they do away with it?

go to the vet or tractor supply company, and get a large syringe with a large needle. remove the plunger and use as is. I use this and my livestock don't mind at all. put it in the right spot, and let the air out.

....when in Federal waters your life jackets are required to have the reflective tape on them.

In Texas state waters - out to 9 nautical miles - you can keep red snapper year-round. Check TPWD for the most current regulations on size & possession, but I believe its 4 fish with a 16" size limit.

this is by far the best working, low-$$ venting tool:
http://www.cabelas.com/pliers-gaffs-team-marine-pre-vent-venting-tools-2.shtml
you almost cannot screw it up. 2 stages based on fish size.
I successfully released 18 snappers up to 20# back into 230' of water on a trip a couple summers ago.
here's how you do it:

Remember it's mandatory to use circle hooks for reef fish. Oil wells are considered reefs. you need a venting tool and a hook removal tool.
