Being that the gulf coast goes from Florida to Mexico.
I would say upper. Expecially if Louisiana is in there.
My own opinion is La. has better fishing all around, Only becuase they have so much marshland, grass, structures, etc.

Depends on what you are fishing for

Upper gulf coast by volume
lower gulf coast by top lengths of fish
middle has been strugglin due to pressure and environmental / seasonal factors.. but there are still plenty o fish there if one knows what they are doing.

Everywhere can be "good" but the type of fishing you can do is a huge factor to me also. Just sitting at a spot slinging some meat out waiting on a bite doesn't work. Clear water, flats, grass, topwater, and sight fishing is 900 million percent more fun.

Sight fishing the white sand at mansfield, or back lakes at seadrift is hard to beat. Having a six pound trout attack a topwater over a pothole beats watching a cork by a landslide. Being able to wade an area looking for cuts and points to throw a jig at a flounder is pretty addicting.

But if your fishing style is different, good on you, have fun doing it, but as long as we're all enjoying what we have available hard to pin a blue ribbon on "best"
