I just replaced the lower unit on my 92 evinrude 200hp. I noticed I cant get enough water pressure when my tilt is at it highest for optimum speed. I lose about 12 mph by keeping the tilt down. Should I just drill a hole in the lower unit to get more water?

NO... don't drill any holes.

lower the motor on the jackplate.

it's too high.

NO

if you go more than 1/4" below the lower intake hole your into the gear area. please don't ask how I know this.

scoops work great to raise pressure. these are what I put on mine.
this is from my 82 175 johnson, raised my pressure to over 30 psi at wot. and I ran the engine high. blew that lower due to submerged floater, new one has them too.

Guys with Mercs usually plug the top holes. I think the top 3-4 on mine are plugged on both sides and I have no issues with cooling or pressure.

Drilling a hole may not solve any problems, it may raise a few though. Either your engine is too high or you're trimming it too far out. You may want to invest in a low water pick-up like what CMC sell. They are especially good for extreme motor elevation.
